What is RSSB RISQS and why is it changing?

RISQS is the single entry point for suppliers to the rail industry. Buyers of products and services throughout the GB rail industry use RSSB RISQS as its supplier qualification service.

In short we help suppliers sell in to the GB rail industry by providing an open, fair and transparent way for them to be formally recognised as capable providers of products and services.

This means we support Network Rail, Transport for London, passenger and freight operating companies, rolling stock organisations, main infrastructure contractors and many other buying organisations in the management of supply chain risk.

The scheme embraces rail's qualification arrangements. RISQS is industry-owned, sponsored by a committee of representatives from across the rail industry. This reports into the RSSB Board, and RSSB provides a range of services to support operational delivery of the scheme.

This provides the industry ownership and governance of its supplier qualification arrangements, through the former RISQS Board and now the RISQS Committee.

Although RSSB RISQS remains the trusted single-entry point for buyers and sellers, the rail industry has sought ways to address a number of issues with the scheme, particularly:

  • An inflexible IT system that is difficult to change

  • The industry’s inability to access data in the scheme to use for learning and improvement

  • The industry’s perception that it is not cost effective for buyers or suppliers

The industry decided that in order to achieve the required changes, it should transition RISQS from the current concession arrangements and move to service provision under two contracts. In June 2017, Altius VA Ltd was awarded the contract to provide IT, verification and management services for RISQS, and Capita plc was selected to deliver audit services.

Work with Altius and Capita is progressing well to prepare for the transition before the new arrangements begin in May 2018. A full RSSB mobilisation team is in place, working closely with the providers to ensure the benefits are realised for scheme members, and already improvements are being introduced and a number of milestones have been met on time. RISQS members have started booking audits to be undertaken from May 1st and supplier profiles have been opened to allow them to check the data that has been transitioned.
