These changes ensure the classification framework reflects current industry activity, emerging technologies, and evolving assurance requirements across the rail sector.

What’s changed

Fuel efficiency solutions

H.G.1.11.1 – Fuel Cleaning Systems

In response to growing demand for technologies that improve fuel efficiency, reduce emissions, and reduce petrol and diesel consumption in internal combustion engines, RSSB has introduced a new supplier qualification code for organisations providing fuel cleaning systems.

Alternative energy systems

F.C.7.1 – Electric Vehicle (EV) Charging Units

F.C.7.2 – Solar Panels

To support the increasing adoption of alternative energy infrastructure, particularly on projects subject to the Construction (Design and Management) Regulations, RSSB has introduced two new qualification codes covering:

  • Electric Vehicle (EV) charging units
  • Solar panel systems.

RISQS assurance will now encompass:

  • Design
  • Installation
  • Commissioning

of these systems.

On-track machinery

D.B.2 – On-Track Machines (OTM) with or without Operator

Following industry concerns regarding unassured on-track machines operating on mainline railway infrastructure, RSSB has established a dedicated qualification code for On-Track Machines (OTM).

Important: Suppliers that have previously selected rail vehicle qualification codes for OTM machinery must now:

  • Select the new D.B.2 – On-Track Machines (OTM) code

This will ensure:

  • Appropriate assurance of engineering controls
  • Application of the On-Track Plant (OTP) assessment module.

Plant product acceptance

A.B.5.8 – Plant Product Acceptance

This qualification applies to organisations seeking approval to undertake Plant Product Acceptance activities on behalf of Network Rail.

Organisations holding this code will:

  • Be required to undergo an independent audit
  • Be assessed in accordance with the new Plant Product Acceptance protocol.

Rail Training Assurance Scheme (RTAS)

A.B.5.6 – RTAS Assured Provider

The qualification title has been updated from Track Safety Training (NSAR) to RTAS Assured Provider.

This change reflects the broader scope of RTAS, which now covers a range of disciplines beyond track safety, including:

  • Distribution
  • Welding
  • On-Track Plant (OTP)
  • Signalling Maintenance Testing and Handback (SMTH).

The revised title clarifies that this qualification is required for:

  • Any organisation delivering RTAS-assured training and assessment
  • Regardless of discipline

What suppliers need to do

Suppliers should:

  • Review the updated classification codes
  • Update their RISQS profile where required
  • Ensure alignment with the relevant assurance requirements
  • Contact their certification body if clarification is needed.
